Initiator and active participant in the public debate on the reform of the Ukrainian oil and gas sector on a competitive basis, integrated energy infrastructure development and reorganization of “Naftogaz of Ukraine”. Adviser to the Prime Minister of Ukraine in 1998-1999 and Minister of Transport & Communication in 2001-2002. He also advised the Deputy Chairman of the Verkhovna Rada of Ukraine in 2003-2005.

Vladimir Omelchenko is a leading expert in Ukraine’s energy sector. He has worked as an expert
in Razumkov Centre and National Institute of International Security Problems of Ukraine’s NSDC.
Before that Vladimir has worked in NJSC Naftogas of Ukraine in charge of oil transportation section and in Ministry of Economy of Ukraine as senior expert of the division of oil, gas and petroleum refining industry.
Author of over 50 scientific works and op-ed publications. Took part in development and implementation of international energy projects and scientific research in international energy policy. Graduated Kyiv Politechnic Institute, Department of Chemical Engineering.

Works in the field of energy consulting and transport law since 1996. Specializes in regulatory
policy, energy law and the organization of the energy markets. Participated in the work on the
adaptation of Ukrainian energy and transport to the European legislation, laws “On Electric Power
Industry”, “On the basis of the electricity market of Ukraine” and the reform of the electricity industry. Advises NERC, Ministry of Energy, the Verkhovna Rada of Ukraine.
Graduated from Odessa State University and the Joint Vienna Institute. State Prize of Ukraine.
Armen Khachaturyan, LLC, Member of the KERI Strategy Board,
Senior Partner and Head of Banking, finance and securities law firm “Asters”. He received LLC at at Yale University law school (USA, 1993), scientific degree of Candidate of Science (private international law) and diploma with a specialization in international law at the Kyiv National Shevchenko University. (Department of International Relations and International Law in 1990 and 1993 accordingly). Graduated from the Institute of International Law, Washington D.C.USA (1991). He has extensive experience in banking, finance, securities and project finance, also specializes in areas such as law, mergers and acquisitions, corporate law, currency regulation, privatization, restructuring, bankruptcy and employment law.
