KERI team accumulates multiple years experience in research, complex analysis, design and development of a legal framework for energy markets, energy sector regulation, energy efficiency legislation, implementing conditions for donor programmes, including programmes for the EU tariff-setting methodology and the development of the regulatory framework in the energy sector Ukraine, adaptation of Ukrainian legislation to EU acquis communautaire, technical assistance to state institutions (The Parliament of Ukraine, the National Commission for the Regulation of Energy, Ministry of Energy and Coal Industry of Ukraine, etc.) in the regulation of energy issues, economic and legal issues .

The creation of the Institute was motivated both by a particular importance of energy security and efficiency for socio-economic development of Ukraine, as well as the world at large, and by current hardships and challenges Ukraine has been facing over the most recent years and months of 2013-2014.
